At Ã÷ÐÇ°ËØÔ we have a number of visiting lecturers from HR Wallingford teaching on the Civil Engineering programmes.

Andrew Tagg

Andrew Tagg is a Chartered Civil Engineer with 35 years’ experience with HR Wallingford and Thames Water. He has worked on most aspects of the water environment, including catchment water resources, flooding, water quality and river restoration. Andy was responsible for establishing HR Wallingford’s training courses on Hydrology and Flood Risk Management in 1987. Since his return to HR Wallingford in 2003 he has covered lectures on the Hydrology course, including rating curves, rainfall-runoff modelling, and flow measurement. On the Flood Risk Management course he covers the ‘flood risk assessment’ section, and that dealing with the ‘Future direction of FRM’. Andy is the Principal Mentor for the CIWEM structured Training Scheme at HR Wallingford, and has assisted several colleagues in obtaining chartership status over the past decade. He is currently updating the course to bring it in line with improvements in the HR Wallingford annual appraisal system and staff mentoring programme.

Andy has undertaken many overseas assignments, including training in hydrometric techniques and water quality modelling. He represented the European Water Industry on the Heavily Modified Water body working group for the Water Framework Directive, and continues his involvement in the science-policy aspects of the directive. He has been involved in several EC-funded projects during his career, including being the project manager of the FLOODsite project (the largest European project yet funded on flooding) and the Project Manager for HR Wallingford on the SMURF project, which considered sustainable development within degraded urban areas. He has acted as an expert witness, and from 2008 until 2015 was the manager of the Floods Group, responsible for over 20 professionals involved in all aspects of flood risk. He is currently a Technical Director within the Floods Group at HR Wallingford. He has given a large number of presentations at international conferences and to professional bodies, in addition to community groups where particular local issues were being discussed. Andy is also the Chairman of BSI technical committee dealing with ‘Flood risk and watercourses’ and sits on the SE England Water Expert Panel for the ICE.

David Ramsbottom

David

David Ramsbottom is a Chartered Civil Engineer at HR Wallingford with over 40 years’ experience in water engineering and management since graduating from Cambridge University in 1975. He joined HR Wallingford in 1988 and has specialised in Flood Risk Management. David has delivered a number of lectures on various topics on HR Wallingford’s Hydrology and Flood Risk Management training courses since 1988, including basic hydraulics, hydrology, hydraulic structures and the use of computational river models. He is the course leader of HR Wallingford’s one-day training courses on the formulation of rating curves for rivers and the hydraulic design of culverts. David has also undertaken a significant number of training courses across the country and overseas including bespoke training courses on flood risk management for government organisations. He was also Chairman of CIWEM Rivers and Coastal Group 2004-05 and was responsible for planning and delivering seminars on aspects of flood management.

 At HR Wallingford, David has been involved in a wide range of consultancy and research projects including catchment flood management, flood risk assessments, flood risk management planning, and flood mapping. He is currently the team leader and flood risk management expert for a €2 million project to develop a Flood Risk Management Plan for the whole of Moldova together with an investment plan for short and medium-term measures. He was previously responsible for the technical development of the Thames Estuary 2100 (TE2100) Plan, a strategic flood risk management plan for London and the Thames Estuary, as well as Project Manager for the UK Climate Change Risk Assessment, UK (2009 – 2012), the first assessment of the risks of climate change to the UK, presented to Parliament in 2012.

 David has also acted as a specialist advisor and peer reviewer for the Environment Agency on several flood alleviation schemes, as well as an expert witness on flooding issues both within the UK and Ireland. Over the period 1999-2010 he acted as an advisor to the UK Department for Environment, Food & Rural Affairs (Defra) and the UK Environment Agency on research needs and the development of research programmes for flood management policy, flood forecasting and warning, and river processes.

Dominic Hames

Dominic Hames is a Principal Engineer within the floods group at HR Wallingford, and has over 25 years of experience in flood and coastal defence related work both within the consultant and academic sector. He joined HR Wallingford from the University of East London in 2008, where he was a Senior Lecturer in Civil Engineering, and Programme leader of the Civil Engineering MSc programmes.

During his career, Dominic has worked on over 150 projects relating to coastal flood risk, mainly looking at the specification of design conditions and associated risk of damage and overtopping due to wave and tidal action. He has a PhD in the joint probability of waves and high sea levels.

Since joining HR Wallingford, he has worked on a number of high profile projects. These include the current Environment Agency State of the Nation flood risk analysis to assess the coastal flood risk for the England following the winter 2013/14 floods, as well as the Environment Agency National flood risk assessment for England and Wales since 2008. He was part of the project team that worked on the UK’s first Climate Change Risk Assessment (2012). He was the lead author of the Health sector report, the author of the Scotland report and a co-author of the main Evidence report presented to Parliament. Dominic is course leader of HR Wallingford’s one day training course on assessing near shore coastal conditions, and has contributed lectures on joint probability and climate change to their long established Flood Risk Analysis and Management course. He also lectures on the MSc course in Civil Engineering at the University of East London, as well as the Flood and Coastal Engineering MSc at Delft in the Netherlands. Dominic has published/contributed to a large number of academic papers, Government technical reports, academic books etc., including lecture material that formed the basis of a new chapter on Coastal Engineering in the current edition of Nalluri and Featherstone’s Civil Engineering Hydraulics textbook.

Helen Udale-Clark

Helen Udale-Clarke is a Principal Engineer at HR Wallingford, with over 20 years of professional experience specialising in drainage consultancy and research.

Helen is well known in the industry for her communication skills with both technical and non-technical audiences, writing best practice guidance (including The SuDS Manual and Flood Risk Assessment Guidance for New Development) and delivering projects of national importance (including the UK’s First Climate Change Risk Assessment and Water UK’s 21st Century Drainage Programme’s Capacity Management projects). She has designed and run training courses for HR Wallingford for many years, covering topics such as sustainable drainage systems, drainage modelling, climate change risk assessment and adaptation planning and flood risk assessments.

Helen would not describe herself as a typical drainage engineer, yet it’s in their company that she feels most at home. Rarely is it considered the most glamorous of occupations, but there is a passion and a purpose in the industry that she always tries to share in her teaching. Her contribution to both the FdSc and MSc courses is to give an insight into the practical applications of some of the technical concepts explored elsewhere on these courses, with the objective of giving students an opportunity to develop their critical thinking and creativity.

Jonathan Simm 

jonathan simms

Jonathan Simm is a Chartered Engineer and Chief Technical Director at HR Wallingford with responsibility for developing technical capabilities in the areas of resilience, performance, risk, materials and sustainability. He joined HR Wallingford in 1992 after an early career working with consulting engineers in feasibility studies, design and construction supervision of coastal and maritime works.

Jonathan has a passion for developing ideas that are directly usable by practitioners and over the last 15 years he has developed new ideas and approaches for sustainable asset management, integrating engineering thinking and analysis about reliability of defences with issues of deterioration and whole-life costs. He has been involved for 25 years in producing guidance documents for coastal and hydraulic engineering as well as broader topics such as construction risk and whole life costs. Many of these are essential reading for many courses in flood and coastal engineering such as the Rock Manual, the Maritime Concrete Manual, the Manual on the Use of Timber in Coastal and Fluvial Engineering and the Beach Management Manual. He was also technical lead for the recently published International Levee Handbook.

Jonathan has delivered a number of lectures on all aspects of flood and coastal engineering, and is course leader for HR Wallingford’s training course on the Management of above-ground flood and coastal assets.

Jonathan is well respected as a chairman of professional and citizen stakeholder groups, currently having roles in chairing the CIRIA Water Advisory Panel and a European committee responsible for specification of construction aggregates and Armourstone.

Tom Matthewson

Tom Matthewson is an environmental consultant and Technical Director and Business Manager at HR Wallingford.  He has over 20 years’ experience in the technical direction and management of marine environmental assessment studies for a wide range of projects and programmes, with a track-record in major projects. These include EIA, SEA, technical due diligence, R&D, and policy advice for the power, rivers and coastal, water utilities, transport, and marine minerals sectors.

At HR Wallingford, Tom leads the development and delivery of multidisciplinary marine studies, principally related to ports and coastal infrastructure projects. He is a course tutor on several of HR Wallingford’s training courses, and a Principal EIA Assessor for the Institute of Environmental Management and Assessment (IEMA). Tom’s technical specialism is the direction of multidisciplinary integrated environmental assessment studies, at all stages of project development in the aquatic environment, especially estuaries and coasts. This includes major statutory assessments under European Union EIA, SEA and Habitats Directives.

Prior to joining HR Wallingford in 2011, Tom was amongst other things a Technical Director at Parsons Brinckerhoff Ltd and Black & Veatch Ltd (as well as Head of Strategic Environmental Consulting for BV’s Water Europe). From 1998-2001 he was also Head of Policy and Technical Support Unit in London at the Ministry of Agriculture Fisheries and Food (MAFF), UK.
