Institutions help structure and regulate behaviour. Understanding how this enables political parties, governments, ministers, MPs and other political actors to seek their preferred outcome is important if we want to know more about the why we have the policies we have. This is examined by analysing committee membership, government composition, political speech-making and other legislative activities in range of European countries and across different time periods.
